Forest Conservation Easements
Last Updated: May, 2024 - In 1991, the Maryland General Assembly passed the Forest Conservation Act. This law requires local jurisdictions to reduce the number of forested acres cleared when land is developed for residential, commercial or industrial use. Howard County’s Forest Conservation Program was implemented in 1993 to meet the mandates set forth in that act. To date, thousands of acres of forests across Howard County have been protected in perpetuity through the creation of hundreds of forest conservation easements. Although some of these are located on public land, many are located on private property. The easements require that the owners manage the forests to insure its long-term survival and function. The layer is attributed with project number, subdivision name, f-number, area ID, lot number, acres, plat reference, origin and coordinates. The Howard County Forest Conservation areas are of exact locations, as depicted by various polygons within Howard County Maryland.

This layer was created in 2021 by Dr. Matt Baker at UMBC, using 2018 land cover data from The Chesapeake Conservancy. The Conservancy data was then altered to combine several classes representing different types of tree canopy into two classes designated “hard canopy” and “soft canopy,” relating to canopy over impervious and pervious surfaces, respectively. Then, a subset of “soft canopy” was created using the parameters of the Forest Conservation Act’s definition of forest, generating a data set of areas that are likely to be considered forest with respect to the Forest Conservation Act. Stream Centerline
The Stream Centerline follows the center of the major and minor streams in Howard County. The features were updated using Spring, 2017 (6 inch pixel) aerial photography at 1:2400. Other higher resolution imagery (3 inch pixel) and LIDAR data were used to supplement areas difficult to determine with the standard 2017 aerial photography. (Updated location on Middle Patuxent River crossing MD 32 using 2022 imagery) The stream order was determined using the Strahler Method modeling the USGS NHD Plus High Resolution (USGS National Hydrography dataset) which is mapped at scale of 1:24,000. Stream order 0 is used in this particular dataset as streams visible below the 1:24,000 scale were mapped.

The Maryland Department of Housing and Community Development (DHCD) administers the Sustainable Communities Program. The Maryland Sustainable Communities Program is a place-based designation offering a comprehensive package of resources that support holistic strategies for community development, revitalization and sustainability. Howard County has worked with Maryland DHCD to designate certain areas of the county as Sustainable Communities including Ellicott City, North Laurel-Savage, and Long Reach Village. Obtaining the sustainable community designation, which lasts five years, opens eligibility for state programs and resources, such as Neighborhood BusinessWorks, Community Legacy and the Strategic Demolition Fund. The designation also enhances competitiveness for state programs such as Maryland Bikeways.
