Description:

Abstract:

Location of the Howard County road network centerline as depicted by orthophotography, site development plans, F Plans and Plats. These sources are provided by the Howard County division/departments of 911 Communications Division, Planning and Zoning, and Geographic Information Systems Division. The layer is attributed with street name; address ranges, and other related information. The street centerline is maintained by the 911 Communication Division. The centerline is contains street name and address attribution, among other data, and may be used for geocoding.

Purpose:

Originally created for geocoding, base-mapping and map production purposes throughout the Howard County Government. It is also used in the Howard County's 911 computer aided dispatch, CAD, system for the Fire, Police, and Sheriff departments (integrated into this system in 2002). Dispatching uses the street centerline file for address verification, geocoding, and networking. The Howard County Jail system specifically uses the attribution from the street centerline for address verification.

Supplemental_Information:

The street centerline file is a subset of the master dispatch street centerline file. The master file's database includes more attribution including cross streets, street alias names, speed limits, turn restrictions, weight restrictions, and height restrictions. Most of the fields not translated into the non master street centerline file, make the data set suitable for routing.

Data is based on the road plans and drawing records of streets that have been submitted to Howard County and have been approved. Generally, most of the newly added streets have not been built when the data is added (updates are not based on true ground conditions). Streets are added before they are built because emergencies and calls for help can occur on new construction. Having streets added ahead of time allows emergency responders to locate the incident. The data is current based on the Time_Period_of_Content date.

On going quality control within the Computer Aided Dispatch system (emergency dispatch), and also by end users of the GIS layer during projects such as geocoding and map production. A comparison of road names has also been performed between Howard County and the State of Maryland for quality assurance. Field checks are routinely performed in cases when documentation can not be obtained. There are no error results to describe. When errors are discovered, they are fixed immediately. Accuracy is approximately 99%.

Logical_Consistency_Report:

While attribution and the visible graphics are constantly checked throughout end user use, there are no tests routinely run on the graphics or attribution at this time.

The following are some tests that were performed, beside those of the end user:

In 2004 a street name check was verified between the State Highway Centerline and that of Howard County's.

Street names and address ranges were verified by many different sources, including a criss-cross directory before the data set was officially used in the 911 dispatch center. Errors were corrected. See lineage for time-line.

Topological errors may be discovered by the end user as well. When the file maintenance was handed over to 911 (see lineage) the file was cleaned by a contractor. The file is also used for routing in 911. Tests were performed and errors were corrected (the file out of 911 does not currently contain attribution suitable for routing).

Completeness_Report:

The data set is complete based on all roads with officially recognized names in Howard County. There are some streets that are omitted from the translation from the 911 system howard.net file to the centerline file. These include roads that are entrances to parks, and schools, the county boundary line, and other types. These streets are in the 911 system to help in emergencies and dispatch situations.

The scale of the centerline is 1:2400 or 1"=200' based on the source aerial photography and other related sources. Therefore, the streets could be up to 6 ft off from the real world location. In 2003, the centerline was compared to the Maryland State Highway Centerline, was modified based on the spatial comparisons. There are still some spatial inconsistencies with line work. The reason for the inconsistencies is due to the dispatch program's geocoding technology. These known inconsistencies should be cleaned in the future with upgraded dispatch software.

The beginning stages started in 1994 when centerlines were digitized. The source used for this process were the 1993 digital orthophotography of Howard County. The orthophotography scale 1:2400, State Plane Coordinate System 1927, Maryland The road centerlines were then digitized on top of the orthophotography using Microstation on a Unix platform. An Informix database was created of the centerline attribution. Every segment was given a unique ID and address range for the left and right side of the segment. (A segment is a vector center line from one intersection to another) At the same time the existing centerline was being attributed with addresses obtained via address maps, new centerlines were being created and attributed using the various construction drawings mentioned earlier. 911 assisted the GIS division on all questions concerning street and address accuracy. The attributing was done using MGE (Modular Geographic Environment) along with Microstation. The file was then exported to Mapinfo and remained in the NAD 27 projection.

Converted from NAD27 FT to NAD83 FT. The Street Centerline was imported into the computer aided dispatch system (this includes Microstation, and an Oracle Database, using Intergraph Public Safety’s (IPS) software. Also major changes made to state highway names for implementation into the Howard County new 911 Computer Aided Dispatch System. The street names and addresses ranges were manually quality controlled through via referencing a Criss-Cross address/phone number book. Also, the top 1000 incidents were geocoded to ensure address accuracy. The file will be maintained by the Address Coordinator for Howard County. The file is then converted from Microstation to Mapinfo. The database tables are delivered to the GIS Division, where they are linked to the Mapinfo file.
